Another option, which they won’t want to hear, is to downsize to allow smaller players to do a human scale moderation job, which will be more effective because these small platforms are not overloaded with traffic.
This never occurred to me, smaller communities might very well be the solution to combating spam.

I agree. My gut feeling is that a forge that has less than 1000 users / repo is essentially not targeted by spam in a way that requires significant time to moderate. That being said, I also find interesting that 2 hours of spam fighting per month sounds like a lot of time for a publicly available service.
