Are we planning on not supporting federation for instances that are hosted on a sub-path? I imagine that the number of people that 1) host Gitea on a sub-path and are unable to host it on a subdomain and 2) want federation is probably very small. Also, hosting Gitea on localhost, hosting Gitea with a port other than 443, and hosting Gitea without TLS probably won’t work with federation, since these cases also break some of our assumptions.
