Codeberg is not meant to be a codebase for someone else to use, that’s the main issue and it has various consequences, among which the lack of automation indeed. It would be worth contributing to Codeberg as you suggest if the idea of having a self-hostable Codeberg was on the roadmap. That would be the first thing to work on before implementing something to that effect, IMHO.
