As a beneficiary you’re not allowed to subcontract but if a deliverable just happens to be completed even though you were not involved that’s perfectly fine. The intent of the non-subcontracting clause is not to prevent non profit cooperation, it’s to prevent companies taking a cut of the EU funds while not doing any of the work.
