I could not find a definition of done (for F3 or otherwise) for pull requests. I propose this:
- Improvements are justified by a problem statement based on verifiable facts
- Changes are tested
- Changes are documented

Similar to what is working in Forgejo, this could be part of the requirements for a pull request to be merged. The current governance decisions should be revisited to account for the lack of activity in the past two years.
