This matches my own experience, therefore I agree
I can offer a first hand testimony as well: about half the time, I do not remember in which other context the information should be linked / copied (my memory is not very good) and I find it frustrating. My problem here is myself, my own internal limitations and no tooling can fix this. But there also are times when I do have in mind other places/contexts linked to what I’m creating/discussing and I’d like to have some kind of tooling to help, maybe something like what you propose.
If I was trying to implement the solution you propose, I would begin with User Research (no surprise here
), starting with your (very well articulated) problem statement. The goal could be to figure out in which circumstances users are currently experiencing the problem, collect real life evidence of its manifestation through observation.
I wish someone worked on that because it would greatly help building meaningful user experience in the context of federated software forges. I hope to conduct similar (but less broad) user research in the context of fedeproxy later this year.
